North Devon Council has approved a 2.89 per cent rise in its share of the council tax - equivalent to A 5 a year for a Band D property. The decision, rubber-stamped at a budget meeting on Wednesday night, means that in total, an average Barnstaple household can expect to pay an extra A 78.18 for services such as rubbish collections, street cleaning, education and highway maintenance.
